The Single Central Record: What it is, why it matters and how to get it right

Maintaining a compliant Single Central Record (SCR) is an essential part of safeguarding in schools. But with annual updates to statutory guidance, multiple types of pre-employment checks to record, and increasing administrative demands, it's an area lots of schools and colleges find challenging to manage consistently.

Even schools and colleges with positive inspection outcomes can have gaps in their SCR, highlighting how easily issues can go unnoticed without robust processes in place.

What is the Single Central Record?

The Single Central Record (SCR) is a statutory safeguarding record that every school, academy, college and further education provider in England must maintain. It has been a legal requirement since 2007.

The SCR provides a central record of the pre-employment checks carried out on staff, supply workers, volunteers and governors working in the organisation. It helps schools demonstrate that the appropriate safer recruitment checks have been completed and recorded for everyone who should be included.

It's governed by the Department for Education's Keeping Children Safe in Education (KCSIE) statutory guidance, which is updated annually. The guidance sets out who must be included in the record, which checks should be conducted, and what information schools are required to record.

While the SCR records that checks have been completed, it doesn't replace the supporting evidence held in individual personnel files. Schools and colleges should ensure both the record itself and the associated documentation are accurate, complete and kept up to date. 

Who needs to be on the SCR? 

The Single Central Record should include anyone working in a role that brings them into regular contact with children and young people, whether they're employed directly by the school or engaged in another capacity.

This typically includes:

Teaching staff

All teaching staff should be included, including permanent, temporary, part-time and supply teachers, as well as salaried trainee teachers.

Support staff

Teaching assistants, administrators, site staff, catering teams and other employees who work within the school should all be recorded on the SCR where required.

Agency and supply staff

Schools should include agency and third-party supply staff, even if they're only working on site for a short period. While the employment business is responsible for conducting the required pre-employment checks, the school should record that written confirmation has been received and the date it was received.

Volunteers

Volunteers who have regular, unsupervised contact with children should be included in the SCR. Schools should consider the nature of the volunteer's role and the level of supervision when determining the checks required.

Governors, trustees and proprietors

Depending on the type of institution, governors, trustees, members of the proprietor body and academy trust members may also need to be recorded, along with any statutory checks that apply to their role.

Contractors and external staff

Individuals such as peripatetic music teachers, sports coaches or other external professionals may need to be included where they are engaged by the school and the role requires the appropriate safeguarding checks. 

What checks must be recorded? 

The Single Central Record should show which pre-employment checks have been completed and the date each check was conducted.  

Required checks include:  

  • Identity check
  • Enhanced DBS check (including a children's barred list check where required)
  • Teacher prohibition check
  • Right to work in the UK
  • Qualifications check (where required for the role)
  • Section 128 check (where applicable)
  • Overseas criminal record checks (where applicable)
  • Childcare disqualification (for relevant staff)

For agency and supply staff, the SCR should also record written confirmation from the employment business that the required pre-employment checks have been completed, along with the date the confirmation was received.

Who is responsible for the SCR? 

Every school or college should have a named individual responsible for maintaining the Single Central Record and ensuring it remains accurate and up to date. Clear ownership helps reduce the risk of information being missed and ensures that someone can confidently discuss the SCR during an inspection.

In practice, day-to-day responsibility often sits with a School Business Manager, HR professional or another designated member of staff. However, overall accountability depends on the type of education provider.

  • Maintained schools: Overall responsibility sits with the headteacher and governing body.
  • Academies and multi-academy trusts (MATs): Responsibility is often shared between central HR or operations teams and individual academy leaders, depending on how the trust is structured.
  • Further Education (FE) colleges: Ultimate responsibility rests with the college governing body and the Principal, whilst adherence to the SCR is often managed by a Designated Safeguarding Lead.

Many MATs manage the SCR through a central system. While this can improve consistency and oversight across multiple schools, each academy's records should still be accessible separately if requested during an inspection. 

Why is the SCR so important? 

Firstly, it plays a key role in safeguarding by demonstrating that appropriate pre-employment checks have been completed before adults begin working with children. An accurate, up-to-date SCR provides a clear record that statutory recruitment checks have been conducted and recorded.

The SCR is also an important part of demonstrating compliance during inspections. Ofsted routinely reviews the SCR as part of its assessment of safeguarding arrangements. At the same time, independent schools are also expected to maintain a compliant record for inspection by the Independent Schools Inspectorate (ISI).

Keeping the SCR up to date shouldn't be something that's only considered ahead of an inspection. Regular reviews and clear ownership help schools identify gaps early, reduce administrative pressure and ensure they're always prepared to demonstrate compliance. 

Common SCR compliance issues 

Maintaining a fully compliant Single Central Record isn't a one-off task. As staff join, leave and change roles, records need to be updated continuously to ensure they remain accurate and complete.

Research shows that schools and colleges often have gaps in their SCRs, even where recent inspections haven't identified significant issues. In many cases, these aren't major safeguarding failures but small administrative oversights that have developed over time.

Some of the most common issues identified during SCR audits include:

  • Missing dates for DBS or identity checks
  • Overseas criminal record checks not being recorded where required
  • Missing Section 128 checks for relevant roles
  • Incomplete or inconsistent right to work records
  • Teacher prohibition checks not recorded
  • Agency and supply staff omitted from the SCR or only partially documented
  • Legacy records that haven't been reviewed following changes to systems or processes

Regular internal audits and clear ownership of the SCR can help schools identify and address these issues early, reducing the risk of compliance gaps and ensuring records remain inspection-ready throughout the year. 

Maintaining a compliant SCR

For many schools and trusts, there comes a point when managing the SCR in a spreadsheet becomes unsustainable. As recruitment volumes increase, staff move between roles, or a trust grows across multiple sites, keeping records accurate and up to date can become increasingly time-consuming.
