In September 2026, the UK Government announced a full review of the local government reorganisation programme (LGR) in England. The decisions already taken for Essex, Hampshire, Norfolk and Suffolk have been withdrawn. The 14 other areas decided in July, along with Cambridgeshire & Peterborough and West Sussex, are paused while ministers review the programme.
There is no fixed timeline for that review. Local elections in May 2027 will go ahead on existing boundaries, and Surrey's two new unitary authorities are unaffected. The Government says it remains committed to simpler, stronger local government, but for most councils the map, and the deadline, are once again uncertain.
