Leeds City Council

Learn how Leeds City Council transformed their payroll processes and modernised HR systems to better connect and support their diverse workforce

Challenges

Managing over 23,000 employees and 60 monthly payrolls, Leeds City Council were struggling with outdated systems. Their 20-year-old technology caused inefficiencies and a digital divide among staff, who are dispersed across various departments and locations. Initially considering a full ERP system, they soon realised it wasn’t the right fit and reassessed their approach.

Solutions

Leeds City Council teamed up with MHR to implement a modular, cloud-based payroll and HR system. The user-friendly platform gave staff easy access to pay info and improved communication. MHR’s collaboration ensured a smooth transition, cutting payrolls from 120 to 60 and launching the system in two waves, starting April 2025.

Key benefits:

  • User-friendly system: Intuitive design ensured ease of use for dispersed staff, enhancing accessibility and engagement
  • Improved communication: Provided a direct channel for the council to communicate with employees across various departments
  • Collaborative implementation: Close partnership with MHR, who had a deep understanding of Leeds City Council’s needs, ensured a smooth and successful rollout
  • Modernised infrastructure: Transitioned from outdated systems to a cloud-based solution, closing the digital divide
